Putty on Windows can’t use AWS EC2 PEM file to connect / SSH to AWS / EC2 instances so…
Here is what you do on Windows:

Download & Install Putty and Related Utilities
Download Your Ec2 Key Pair File To Your Windows Based Computer
Convert / Load Your Pem File (change load file type to *) To PPK Format using PuttyGen (putty utility) -> Save It In PPK Format
Open Your Terminal Session Using Putty – Paste In EC2 Hostname Info the Putty Hostname Field
Add your PPK file to your putty SSH session – Connect -> SSH -> Auth (in the left putty panel) -> Select Your PPK File
Connect To The EC2 Instance By Clicking On The Putty Open Button
