Windows 10 Pro Update 1511 Problem – asks me to restart to install the update. It’s a large update, and it probably got corrupted when I cloned the system drive and swapped it out while the update 1511 was downloaded.
So Win 10 Pro keeps prompting that I need to reboot to install the update but then never does. What to do?
Delete the DataStore directory contents – part of the database that tracks what updates have been applied & downloaded etc.

paste in the place where the db lives:
%systemroot%\SoftwareDistribution\DataStore
or in my case that would be:
C:\WINDOWS\SoftwareDistribution\DataStore
And delete the contents of the directory – not the directory itself – just the contents.
Re-run check for updates. Voila
