Normally this is used to pre-warm postgresql memory caches on cross-region or same region read replicas. If there is an outage of the primary the lowest tier read replica will be automatically be promoted to primary (largest instance rule also applies if there is a tie at tier level).
To enable CCM, set apg_ccm_enabled= 1
in DB cluster parameter group
