No it is not required to use sqlcl for this. sqlplus or any other sql execution tool of your choice
Here is a easy example of a sql script that generates sql statements and then executes them. Hope it helps.
The following controls both sqlDeveloper & sqlCL defaults. Select off the sqlDeveloper Menu: Tools->Preferences->Database-Utilities-Export or Tools->Preferences->Database-Utilities-Import
